It is quite normal for there to be a layer of gel or semi-permanent varnish that has not hardened and is sticky, we can call it sticky or tacky.
It should not be removed from the first layers, it allows the other layers to adhere well.
It will need to be removed after construction for shaping and after finishing with a cotton pad soaked in cleaner.
